Session Title: Freight Management and Growth in Pennsylvania

Session Description: The movement of freight is a major public policy issue for state and local governments. This session is designed to showcase ways in which the state and local partners can collectively plan for freight movement.  The session will assist state and local governments through the identification of strategies for improving modal efficiency, interconnectivity, and land use impacts.

Speaker Bios

Jennie Granger, AICP, became the Deputy Secretary for Multimodal Transportation in July 2018.  She provides oversight for Department initiatives and policy related to public transportation, aviation, rail freight, passenger rail, bike/pedestrian and ports. She previously served PennDOT as Special Assistant to the Deputy Secretary, Bureau Director of Aviation, and Director of PennPORTS. Granger brings 24 years of progressive public and private sector experience in all facets of management and technical knowledge of multimodal transportation development to the Department. Granger holds a Master’s degree in Public Administration from the Pennsylvania State University and a Bachelor’s degree in Rural/Urban Studies from Shippensburg University.

Brian Hare is a 29-year employee of the Pennsylvania Department of Transportation, and he is currently the Chief of the Planning and Contract Management Division in PennDOT’s Center for Program Development and Management. His responsibilities include oversight of PennDOT’s statewide planning initiatives, including long range transportation planning, statewide freight planning, and land use and transportation planning. He also has oversight of various State and Federal Programs, including Congestion Management and Air Quality containment, the Pennsylvania Infrastructure Bank, the Recreational Trails, PA Byways, and Transportation Alternatives Set-Aside Program. He is a registered Professional Engineer in Pennsylvania.

Steve Deck is the Executive Director of the Tri-County Regional Planning Commission, which is the staff for the Harrisburg MPO. Prior to taking this role, he had over 30 years as a consultant in the areas of community and transportation planning and NEPA documentation. While with TCRPC, he authored the Dauphin County Comprehensive Plan.
